Jilin Province Popularizes Campus Access Control System to Strengthen Campus Security

In order to further strengthen the campus safety work in Jilin Province and establish a sound and long-term mechanism for maintaining campus safety, Jilin Province Comprehensive Management Office, the Provincial Department of Education, the Provincial Public Security Department and other 17 departments recently issued the "Opinions on Further Strengthening Campus Safety Management Work." ” In the province, at all levels of schools, kindergartens and the surrounding security management work, from the four aspects put forward 20 specific and clear requirements.

The first is to strictly implement the duties of campus safety management. It is clear that governments at all levels have the responsibility for leadership, coordination, supervision, and inspection of campus safety management within their respective administrative regions; education administrative departments at all levels must effectively perform the internal supervision duties of campus security; public security agencies at all levels should strengthen campus security protection. Work, severely crack down on all types of criminal activities involving schools involved in the crime; the comprehensive management departments at all levels coordinate relevant departments, carry out comprehensive management of the campus and surrounding environment, and guide the solution to the hidden dangers and difficulties of the campus; the school (kindergarten) must earnestly perform the school (garden) ) Internal security management responsibilities.

The second is to do a good job of preventing campus security. Closed-school management is conducted during primary and secondary schools, and foreigners are not allowed to enter the campus without permission. Strengthen the management of traffic safety in and around the campus, promote the use of campus access control systems, and strictly control vehicle access within the campus.

The third is to effectively strengthen various measures for campus safety management. Implement the campus security and policing prevention system; promote the standardized management of campus security; strengthen the management of contradiction investigations and management of high-risk personnel around the campus; and implement “one school (park) police” or “one police officer” across the province's large and small schools and kindergartens. The multi-school (park) system; schools (precincts) and kindergartens above the designated scale in the province must establish a “campus police room” that meets the needs of campus safety management and is independently set up.

The fourth is to establish a sound and long-term mechanism for maintaining campus security. Establish a campus security investment protection mechanism. From 2012 to 2014, provincial finances will use “subsidies for awards” to give appropriate awards to campus safety work in cities (prefectures) and counties (cities, districts); strengthen safety education and emergency drills; strengthen Supervision and assessment of campus safety work will incorporate campus safety into the scope of government work supervision and the comprehensive management work evaluation system of social management, and implement “one-vote veto”.
